I have launched a dolphin7 demo site on VPS Optimized domain hosting server. The fourm,store and events modules are not supporting due to the feature XSLT is disabled. How could i enable it on my server. Can i enable it using php.ini file. I want to set it as permanent config setting on my server.

You have to request your web hosting company to enable it.

As, I have already told, not all the company will support dolphin.

Choose a plan from happy-hosting.com which will support dolphin.
